Yardley Borough has partnered with the Bucks County Planning Commission (BCPC) to develop an Implementable Comprehensive Plan—a community-driven roadmap that will guide future decisions about land use, transportation, parks and open space, housing, economic vitality, historic preservation, sustainability, and public investment over the next decade.
A comprehensive plan does not change zoning or approve development projects. Instead, it establishes a shared vision for the Borough and provides practical recommendations that Borough Council, the Planning Commission, and future leaders can use when making decisions about Yardley's future.
Why This Matters
The last Comprehensive Plan was adopted in 2014. Since then, our community has experienced new opportunities and new challenges—from flooding and transportation needs to housing, economic development, sustainability, and preserving the character that makes Yardley unique. Updating the plan ensures our policies and priorities reflect today's community while preparing for tomorrow.
How You Can Participate
Beginning September 2026, residents, business owners, and stakeholders will be invited to participate in a community-wide Resident Survey. The survey will help identify the issues, opportunities, and priorities that matter most to the people who live, work, and visit Yardley.
Additional opportunities for public engagement—including community meetings and draft plan reviews—will be announced as the project progresses.
Project Roadmap
The planning process will occur over several phases:
Project Kickoff & Existing Conditions – Collect background information, review current conditions, and identify key issues facing the Borough.
Community Engagement – Gather public input through the Resident Survey, stakeholder meetings, and public outreach.
Vision & Recommendations – Develop goals, strategies, and implementable recommendations based on community feedback.
Draft Plan Review – Share the draft Comprehensive Plan for public review and comment.
Plan Adoption & Implementation – Finalize and adopt the plan, creating a practical roadmap that will guide Borough decision-making for years to come.

The Yardley Borough Police Planning Committee was established to conduct a comprehensive review of the Borough’s approach to providing police services and to help inform long-term decisions regarding public safety, staffing, operations, and cost.
The Committee brought together Borough officials, a member of the Yardley Borough Police Department, and residents with a range of professional and community perspectives. Over the course of its work, the Committee examined the Borough’s existing police operations and staffing model, reviewed financial and operational data, considered future staffing and service needs, and evaluated alternative models for providing police services, including the potential use of outside or regional police services.
The Committee’s work included gathering and reviewing information from neighboring and comparable municipalities, examining the financial and operational implications of various policing models, and considering the level of service, local accountability, community connection, and public safety needs unique to Yardley Borough.
In April 2026, Borough Council determined that it would not continue exploring the outsourcing of police services and reaffirmed its commitment to maintaining an independent Yardley Borough Police Department. The Committee subsequently concluded its work and prepared a Final Report documenting its review, findings, and considerations for the Borough’s future planning.
